The proposal put forward by the local council / waste industry working group is to introduce a levy (tax) on all solid waste going to “final” disposal facilities (in landfills and waste incinerators, etc) in New Zealand with the regimes applied to cleanfills and monofills to be considered subsequently. 

Waste for final disposal would exclude waste that is recovered, reused, or recycled for some beneficial purpose such as making paper, compost, glass and plastic products, whether in New Zealand or overseas.     

SUMMARY:

The MfE will make a formal proposal to the Minister by the 30th June.

Under the above proposal, the size of the tax bill to New Zealand would be $200 million over three years for material going to landfill and over $300 million when clean fill is included.

The tax would go into a contestable fund, to which only the local councils would have access in year one.  Industry would have access (upon application) to 25% of the fund in year two and 50% of the fund in year three.

The MfE will be employing a consultant to assess the impact that the levy may have on product stewardship.  That work should be completed by the 12th June.
