Overview
According to the World Bank’s latest ‘Doing Business’ report, New Zealand ranks number two in the world in terms of ease of doing business. The ‘Doing Business’ report ranks 178 economies, tracking indicators of the time and cost to meet government requirements to start and close a business, obtain licenses, get credit, pay taxes and other areas.
Such a high ranking demonstrates that New Zealand, in international terms, has a regulatory environment that is highly conducive to the operation of business. In terms of achieving waste minimisation goals, this fits well with the Government’s preferred approach for voluntary initiatives, such as the Packaging Accord, AgRecovery and Tyre Track.
Voluntary schemes invariably lead to lower compliance costs and can achieve the same outcomes as a regulated approach. See the Ministry for the Environment’s website on product stewardship for a full list of voluntary schemes.
Nevertheless, there are repeated calls from various quarters for a more regulated approach to achieving waste minimisation goals in New Zealand.
